There’s no one company, that’s going to be cheapest for all 18 year olds. They’re ALL going to be in the same ball park.
The CHEAPEST insurance, will be if you paid cash for a junker at least 6 years old, carry minimum liability only, have a spotless clean driving record, and don’t live within 200 miles of a major city (Pittsburgh, Philly, Harrisburg).
